The second decree is the "GACC Decree 249: Administrative Measures on Import and Export Food Safety"

which covers a broad range of requirements on food exports to China, including overseas facilities registration, record filing by importers and exporters, quarantine and inspection, and product labeling.
According to the provisions of GACC Decree 249 Article 15, the GACC registration number of overseas production enterprises needs to be printed on the
Chinese Labeling of imported food,
then can pass the
China Customs
Clearance process normally.
Both Decree 248 and Decree 249 are slated to enter into force on January 1, 2022.
If the overseas enterprise of
imported food does not have a branch in China, should appoint a
CRA (Chinese Representative Agent) to apply GACC registration.
Different food categories need to apply for different types of China GACC registration, There are 3 types of GACC registration for Overseas Producers of imported food, Each type of GACC registration process, application document requirements, time and cost are different;:
Each of the food category requires a separate GACC registration number, Each facility address requires a separate GACC registration number !

GACC-1-1: GACC registration for Low Risk Food Manufacturer
Vegetables and their products (except fresh and dehydrated
vegetables)
Processed grain and their products
Tea
Processed Nuts and seed products
Liquor
Beverages and frozen drinks
Biscuits, pastries, bread
Sugars (including raw sugar, table sugar, lactose, syrup, etc.)
Candy, chocolate (including chocolate, cocoa butter substitute
chocolate and its products)
Condiments (not including sugar)
Roasted coffee beans, cocoa beans and their products (excluding
chocolate)
Fruit products (excluding dried fruits)
Chinese herbal medicine
Other processed food
This type GACC registration is easy, about cost $***, time need
1~2 months.
If the overseas enterprise of imported food does not have a
branch in China, should appoint a
CRA (Chinese Representative Agent) to apply GACC registration.

GACC-1-2: GACC registration for Medium Risk Food Producer
This type GACC registration is valid for 5 years, require an additional recommend registration procedure by the competent authority of the country of origin;
the cost is about $***, time usually need about
2-5 months.
If the overseas enterprise of imported food does not
have a branch in China, should appoint a
CRA (Chinese Representative Agent) to apply GACC registration.

GACC-1-3: GACC registration for High Risk Food Producer
Overseas producers of the above Risky food category, need to establish
a food safety management system that meets the requirements of
China's corresponding food category regulations (e.g.
Certification of HACCP, GMP, BRC, SQF, IFS, Global G.A.P, ISO 22000, etc.),
The facility shall be
Inspecteded, Endorsed by the competent
food authority of the Country of origin, then recommend to GACC
for registration, after CNCA / GACC review or CNCA-GACC Site-inspcetion;
If qualified, then issue GACC registation number to the Overseas
producers, or know as CNCA - GACC certification.
This type GACC registration application process is very complicated, the application
documents requiements, time and cost are depend on the type of
food production facility, the cost is about
$***,
time usually need about 3 months to 1 year .
If the overseas enterprise of imported food does not
have a branch in China, should appoint a
CRA (Chinese Representative Agent) to apply GACC registration.
If the overseas exporters of imported food does not have a
branch in China, should appoint a
CRA (Chinese Representative Agent) to apply GACC registration.
After this filing, the overseas exporter will get a GACC filing
number, In each import customs clearance process, need fill this
filing number in customs declaration and CIQ inspection
application forms.
This type GACC registration is easy, cost about $***, time
1~2 weeks.
Chinese importer need to establish a Food Products Sales quality
management system Including source protection, quality control,
product traceability and recall, risk information reporting,
risk information emergency plan,Organizational structure,
department functions and responsibilities of Food safety
technical personnel, management personnel,etc.
This type GACC registration is complicated , cost about $***,
time need about 1 month.

In China, the imported food is divided into 4 risk levels
from low to high :
A, B, C, D ; Different levels of
supervision are adopted for foods with different risk
levels;
The medium to high risky imported food categories
include:Meat products, aquatic products, dairy products,
sausage casings, bird nest products, bee products, egg
products, edible oils and fats, oilseeds, stuffed wheaten
products, edible grains, milled grain industry products and
malt, fresh and dehydrated vegetables and dried beans,
condiments, nuts and seeds, dried fruits, unroasted coffee
beans and cocoa beans, foods for special dietary purposes,
and health foods, Animal feed etc.
In addition to the above-mentioned general food import
procedures, the risky imported food also need to go through
other government procedures of Manufacturer
Registration / Certifcation, Pre-market approval of the
product etc.
